I am just starting PHP. Is DreamWeaver MX a good tool?

My company wants me to re-write all old MS Access applications using PHP and MYSQL. I thought I would use Dreamweaver MX because I was told it was faster then using notepad. :? Will I be able to create complete web applications using Dreamweaver MX?
