[SOLVED] Zend - .htaccess

I started learning Zend framework today.  I'm reading through some tutorials to see how all it works.  I am having a problem with the .htaccess I'm told to make.  It sits in the localhost/zf-tutorial/public folder which is where the bootstrap (index.php) file is.  I am getting Error 500 from the .htaccess

 

# Rewrite rules for Zend Framework
RewriteEngine on
RewriteCond %{REQUEST_FILENAME} !-f
RewriteRule .* index.php

# Security: Don't allow browsing of directories
Options -Indexes

# PHP settings
php_flag magic_quotes_gpc off
php_flag register_globals off
php_flag short_open_tag on

Here's the error from the log, isn't RewriteEngine part of apache?  I know it's spelled right, so it must not 'be there'.  If I am missing a module, which one do I look for?

 

[Mon Sep 29 12:51:20 2008] [alert] [client 127.0.0.1] C:/xampp/htdocs/zf-tutorial/public/.htaccess: Invalid command 'RewriteEngine', perhaps misspelled or defined by a module not included in the server configuration

 

I'm using Apache 2.2.9
