How do I control PHP file access for multiple Virtual Hosts?

I'm running Apache with PHP installed as a module on Win XP Pro. I have multiple Virtual Hosts and I was wondering if could stop one user from accessing the files of another user. I have read the Security section in the PHP manual, but didn't see anything that would allow you to control each user.
