I am getting an error that the load data local infile is not allowed with this version of MySqL

 

From what I can tell it is a 4.0 version so I can\'t figure out what is wrong.

 

I am running the MySQL and the data on my local hard drive.

 

Can anyone point me in the right direction here? How do I get it to work to import a csv data file?
