paypal IPN

I'm having some problems with a backend processor for paypal payments, to work with the IPN system. The code I'm using for the most part is what they provided on their own website as an example, with only a few things added by me to make it work with my site. The problem is with fsockopen. The sample code says it should look like this:
[code]$fp = fsockopen ('www.paypal.com', 80, $errno, $errstr, 30);[/code]
and that part of the IPN manual actually says the code should look like this:
[code]$fp = fsockopen ('https://www.paypal.com/cgi-bin/webscr', 80, $errno, $errstr, 30);[/code]
Neither of them work. I keep getting

Warning: fsockopen(): php_network_getaddresses: getaddrinfo failed: Name or service not known

Warning: fsockopen(): unable to connect to [a href=\"https://www.paypal.com/cgi-bin/webscr:80\" target=\"_blank\"]https://www.paypal.com/cgi-bin/webscr:80[/a]

And the $errstr is returning "No such file or directory". I've been over the manual several times, and the website, to see if they changed the path for this and I keep getting the same info. I made sure the paypal site is actually up. I have no idea why it's doing this and it's driving me crazy.
