As thorpe's link says, it's because there are less people that visit those other boards than than the php help board. 100 posts in the PHP help forum is a drop in a bucket, an ocean, even. But 100 posts in Misc or moreso OOP help is a lot more significant to those forums, because those forums have a lot less posts overall.
