Apache performance when many users are accessing a file

Which can Apache serve faster: 100 users accessing one file that is 20 Kb or 100 users 100 different files that are 20 Kb each. Am I going to have trouble with a single page website when I get a lot of traffic?. I was thinking that a single page served to 100 users would maybe faster because it can be stored in the OS's cache.

Depends on your connection's upload speed.
