Change the Block in a Table

I have had a friend build a php page, with a form in it.  I am thinking he has used CSS for the formatting of it, and all of the text and the form fields stay in nice block format.  I would like them not to do that, is there a way to change that, and I hope you can tell from the code I have provided.
