I am a total noob so....i need step by step instructions in a for a 2 year olds POV

Any way i wish to have forums that i can just mess with the design and layout!
I also dont understand the hosting part..but i need free hosting!

i have dreamweaver 8
have a lil html knoledge ENOFF
