Which Small/Personal Database ?

Im developing a web-application with PHP for some students at my university. The univ. server has Linux-Apache-PHP(ver 4.3.2). The application will be run from the 'public_html' directories of the students. I do not have root access, just regular user access.

The application needs a database. A small personal database and NOT a database management system. MySQL would be an overkill.  Im looking for a simple file based database. The information would be too much to create my own flat file.

Considering the limited access to configuration files and the version of PHP, what small database can I use?
