Are you on a Windows machine?
Have you tried
Office Mail 2.0

I should add,
Here is a good tutorial

You dont need uniform server,
But uniform server runs on Apache 2 and PHP 5
I have installed, and it works

The standard version is free and robust. Includes POP3 and SMTP capability and configures an SMTP relay on localhost so you can use the PHP mail() function. Also, it emulates the Microsoft MMS interface.
