Anyway, what I am thinking is that you can explicitly tell php what to do if the user is in new york. My logic is this. 1. Get the IP address. 2. From IP address, get the country/city 3. Use the info of #2 for your IF condition. I am not so sure if I get your question right. But if you will just need to have a "local" time, you can use PHP's function for that.
