You would expect an array of dates each 7 days apart, but that has 2 dates same (19th) then the 24th ??? ??? ???

Here's a couple of options

//  then we're in 3rd week of the month

$weekfirst = date('W', mktime(0,0,0,date('m'),1,date('Y')));
