Customizing Scrollbars for iFrames

im trying to customize a scrollbar for an iframe, but for some reason its not working, i have
scrollbar codes in the BODY tag but it's still not working, and i know the code is active as my DIV Layer is working with the coloured scrollbars. Any ideas????????

i've linked the iframe to another page with the same css but still not working?  ??? ??? ??? ??? ???

Hi ive tried it out and it works fine. It wont work on firefox but will work on IE, im not sure about other browsers. But the code does work.
