PHP exec() problem in IIS

Im trying to run a .bat file on the server that calls a command using runas, the problem is inputting the password and also a CGI error.  Right now i am calling a bat file with exec: exec("my.bat");  In the bat file i call a vbs that will use "sendkey" to send my password to the windows runas command.  The bat file works fine when run on the server in a command prompt, but i get this "The specified CGI application misbehaved by not returning a complete set of HTTP headers." when i run through a browser??  Any help would be appreciated, especially a better way to do this.  But I need to be logged in as me instead of Internet User/guest account to run the command, the only way i could come up with was using the runas command.
