trying to create a site that will allow multiple users to add to a table.

Hi,

Im new at this and I have a project that I would like to do, but I nead alot of help on.

I want to create a site that will allow multiple users to add  information into a table.
Any user will be able to search all entries (that were added by other users),  but they will only be able to view certain parts of the entry.
They can request the full entry, but that has to be approved by the one that created the entry.

So I guess Ill nead a few diffrent parts.
1) Login
2) Data entry form
3) Search form
Plus the table to store everything in.

I do not know where to start, so any help (premade scripts etc...) will be most appreciative.
