How To Do PHP With My Website??

OK I designed this website in Dreamweaver:
http://www.hazardforum.co.uk/phpsite

What I want to do is make it so that in the panels on the left and the right its certain things like Poll Box, Affiliates Box, Donation Box, Top 10 Posters Box and Login Box.

But I dont know how to do it. Can someone tell me how I should??

I was going to use SubDreamer CMS but I cant use my design with it so I left it.

Also in the middle I wana have a Latest News mod thing were I can put the latest news, and they can leave comments if they want, the sort of things you see on alot of websites now adays.

Cheers for helping m8 but, you see im kinda new to it.

So maybe if you had like a link to a say, Login Box tutorial, and that I can connect the database to my phpBB forum so its already got my registered members that can log in, then show me how to add it there that would be awsome m8 :)

1)Your site is to big, takes ages to load, that combined with php...yeah you'll be waiting awhile

2) this site right here has a tutorial section a good one at that

3) http://www.pixel2life.com i think that has php tutorials on it

4) http://www.tutorialized.com more tutorials of everything you can think of web development based

5)Ever thought of just hiring a coder to script this for you? Easier in the long run.
