HTTP_REFERER

How come Chrome and Internet Explorer pass a HTTP_REFERER from a swf file, but Firefox does not?

 

I have a script that checks the referer "to help" prevent users from downloading a file (that is not a bullet proof method, I know, but it slows it down). It works in all other "main" browsers (that I tried), except for Firefox (That is a first).

 

So... any suggestions on this?
