php5 not looking for php.ini under working directory

For some reason php5 refuses to look (let alone read) the php.ini under the current working directory. php4 works fine. I have tried different version of php5, double checked the permissions, made sure there is no registry setting or environment variable etc.. etc... but am at a complete loss.

I am starting to think that it is just a bug with php5 in CLI mode under IIS6 & windows?

I can however make it read the php.ini file with the -c option on the command line, but this obviously doesn't help me:
