Easy Telnet Question

I am currently running windows XP.  My domain name is running on UNIX.  I am learning about creating mysql databases.  The book is telling me to use the command line to execute commands.  How can I telnet to my Unix server and create databases.  I have been looking online however can't find an answer.

Most Shared hosting, you have a CPANEL
IN there, is a MySQL section
You first create a username
Then a Database
Then connect these

Unless its your server, I dont think you will be able to run Command Lines
Tell me the problem, I will try tell you the solution

Telnet is insecure, Id'e recommend using SSH instead. You can download putty, a ssh client for windows.
