If

yum install phpmyadmin

doesn't work (and evidence suggests it might not) then your best course of action is something longer.

 

The documentation has a fairly simple explanation of how to download and install it. Make sure you follow the steps closely. If you have questions, try asking Google, and if Google doesn't know then, of course, we're here too.

phpMyAdmin is in all the versions of Fedora I've used up to the current FC14.  I'd be surprised if it's not in RHEL yum repos, and installing via yum is surely easiest (with the added benefit that the application gets updated if you do yum updates regularly).
