The tutorials that suggest putting it into the Windows folder were simply trying to take a short-cut because that is the default location (the Configuration File (php.ini) Path in the phpinfo() output) in the pre-built php Windows binaries. Ok thats what I thought, Maq had me second guessing myself. It looks like it might be a windows security issue. I'll have to look into that. Thanks for the help.
