Take-Over Admin Script

I was wondering if there was a script already out there or if anyone knows any good methods to regain Administration or something if you site has been taken over. What i was thinking was put a take over password form during the install that is inserted into a mysql table/row and than if your site gets taken over you can go somewhere on your site such as ... http://mysite.com/takeover.php
and enter the password. Once youve done that it will re-direct you to like a new page where there are tons of links that say.. Delete All User Directories, Delete All Administrators, Create new Admin Account. I do realize that if a hacker got into this page that it would pretty much be total hell, but i know a way to make it safe. So anyone have a good script for this or wanna help me a lil bit.

Not only that, but if a hacker were to gain control of your site, the first thing they would probably do is change the username and password of your database.  Without that, you wouldn't be able to do such a thing.  The script would be rendered useless along with everything else on the site.

Or, are you suggesting that they take it over from within the site itself, such as guessing the username and password the administrator uses to login to the database?  A way around that would be just to have two admin usernames and passwords.
