Subdomain impact on SEO

1) Idea - go to Google Keywords and find common search terms for what I provide on my website. Use these search terms as subdomains to help SEO.  Is this idea worth pursuing a) for local search, b) for on-line products "offered to the world"?

2) Why? My understanding is that linking many main domains (with no content) to your primary domain (with content) would be picked up by SEO algorithms as an attempt to scam the system. It would backfire, hurt your ranking.

3) One person asked said sub-domains will NOT help. Use "sub folders" instead. What does he mean by that? A second person asked said it "might help."

4) At both 1and1 and at Namecheap you can have 200 subdomains per main domain. I asked if other customers were loading up on subdomains (to help SEO) and was told by the customers service reps that they had seen very few sites do this.
