arabic characters doesn't appear in exported excel file

hi guys i am using the following code to export a table in my DB in excel sheet

and i have tried a lot to solve this problem for exporting arabic data in excel sheet from database but i can't find a solution. so please help me

Where did you get this code from?

 

There are Excel libraries out there, why are you making your own binary functions??

i am just a beginner and not familiar with PHP i got it from another forum so if there is any other method that export the excel with arabic characters please tell me thanks
