Wamp xampp or IIS , which one?

No one hosts anything on IIS unless they are forced to.

 

Wamp and Xamp both use Apache under the hood.

 

If I was being forced to use Windows as a desktop machine and wanted to get started with php I would install VirtualBox & Vagrant, get a Linux distro up and running, and install the l(a|n)mp stack from there (the "n" is for Nginx, which, as a http server is becoming a very popular choice these days).

I use WAMPServer on my laptop and it works fine. Last time I used XAMPP it was very confusing (I was a beginner then, go figure). I find WAMPServer easier because I can have multiple PHP versions and change to any of them at the click of a button.
