xampp says page not redirecting properly

I recently installed ubuntu 18.04 in my hp-pavillion for development purposes. After installing xampp i cleared all the files in htdocs as per my liking. Then i placed some files inside it. After i put a folder in it the localhost worked fine but the folder contents are not opening in https and i cant override it to http in the browser by editing it manually. the browser msg says:

An error occurred during a connection to localhost.

    This problem can sometimes be caused by disabling or refusing to accept cookie

That typically means your page is trying to redirect to itself.

As for HTTPS, on localhost, it doesn't matter. You don't need it, don't worry about it.
