Backend Fleet maintenance/Inventory System

I'm looking for someone to develop a backend Fleet / Inventory management system. It will need to have admin control with user permissions.

Basic features such as being able to email notifications when Services on Fleet Vehicles are due and keeping logs of maintenance as well as being able to print service reports. 

The Inventory System will be pretty basic. It needs to have the feature as well to email when inventory gets to a predefined (unique to each item) number in stock. I would like when a service record is created it can automatically deduct the item being used from the inventory.

I have no objection to whatever framework is used and don't need any fancy graphics. Just simple and easy to use.
