Is there any way CSS could resize the background image of a table cell?

Nope. Not in CSS2, at least. CSS3 might offer that feature, but I doubt it. Resizing images is done either by the image tag or an image editing program, not CSS.

Is there any other way to resize a background image? PHP?

Basically I have an upload script where people upload their images, and it gets previewed in a background image, with an <img> tag overlaying another image.

Now, people are uploading stupidily high file widths/heights and basically they can preview their image properly in a 300x200 cell...
