creating URL links w/o default Host Server Name prefix

I have a PHP script that creates URL links. The problem is when the HTML URL link text is created, it automatically inserts the Host Server name as part of the URL path. This is fine if the URL path points to a file within the Host Server but in this case I need to have the URL point outside the Host Server

Is there an Apache Directive I need to change so I can avoid this auto insertion?

Thanks!
