Ok im really a n00b when it comes to PHP and im trying to code something for a website im Moderating at for Tutorials on Photoshop and GFX stuff so not many of us know too much of PHP and i was wondering if you guys could help me figure out HOW to code this thing i wanted to do

All i need to do is make the forum REQUIRE you to POST A REPLY to a thread before you cant VOTE on a POLL

can any of you guys help me
