2 Warnings: open_basedir restriction & fopen

I am getting the following error on a web page I have loaded to my server. I have Linux w/RedHat 9 & PHP 4.2.2.
Warning: open_basedir restriction in effect. File is in wrong directory in /home/httpd/vhosts/xxxxxxxx.com/httpdocs/inc/top.inc on line 10

Is this a problem with a settings permission such as a safe_mode setting or does my version of PHP need to be higher?

I also get an error from my RSS feed and don't know what this means:
Warning: fopen("http://news.google.c...oga&output=rss", "r") - Success in /home/httpd/vhosts/xxxxxxxxxx.com/httpdocs/inc/rss.inc on line 81could not open XML input

Any help would be appreciated. Thanks!
