Getting text from URL if condition is met.

Hi everyone, sorry for creating another thread...but the other one is solved and now I just need to get the text going.

I need to have php get text from url if 2 conditions are met.

I need it so that if the text has WINDSOR - LEAMINGTON - ESSEX COUNTY and TORNADO WARNING FOR ...show the text on my page using the php script...I think file_get_contents will work but im lost from there on.

Any help would be great.
