[while looping problem]

Hello all
im new to php .I have used while loop for array the code is as shown below :

$query1 = tep_db_query($q1);
while (list($a1, $b1, $c1) = mysql_fetch_row($query1)) {
$q2 = (("queryry"));

$query2 = mysql_query($q2);
if($c1 == '0') {
echo $a1 . '<br>';

}
while (list($a2, $b2, $c2) = mysql_fetch_row($query2)) {

if($c2 == '0'){
echo "<br>";
//$var1 = $done[$c2];
}
if( ($cvar != $a2) && ($a1 != $a2) ){
echo $a2 . "*";
$cvar1 = $a2;
}
echo " > ". $a1;
$cvar = $a1;
}
}

My requirement is :

Videos
North America* > United States > California
Special Categories* > Castles & Palaces
Travel Video Series* > Romantic Inns of America
Travel Video Producers* > Atlas Media Corp.

but it is coming as

Videos
North America //these two are repeating
Special Categories //these two are repeating
North America* > United States > California
Special Categories* > Castles & Palaces
Travel Video Series* > Romantic Inns of America
Travel Video Producers* > Atlas Media Corp.
