all my tables are marked as \"in use\" in phpmyadmin??

 

and I get this error when I try and view a table:

 

Can\'t find file: \'./undergroundhouse_net/phpbb_posts.frm\' (errno: 13)

I\'m thinking it could be a rights issue? if so how can I correct this?

 

this occurred after restoring a backup
