PHPBB3 is the best free forum script you will get

 

vBulletin is abviously excellent but pricey

 

MyBB and SMF are also good but arent much customizable and lack some essential features

The best forum software is definately, without a doubt invisionboard. Costly yes but when you have it it is spectacular. If you want to see a "preview" visit this free forum hosting

[CMS/Forum Software Suggestion]

I currently use PHPBB3 with my halo 2 clan forums. I have no complaints at all. The theme was easy to install, The admin panel is straight forward and easy to navigate. I highly suggest PHPBB3.
