i've seen some php code able to allow people to open files or upload file.. doesn't this require some sort of access to the local PC?

is there a way i can get PHP to open up the windows file explorer. i have an image map setup with hotspots that link to specific folders on my PC, but the folder browsing is being opened inside the web browser. i want PHP to be able to open the folder in the windows file explorer. anyone know how to do this? thanks!
