PHP update

I belong to a private discussion group for doll collectors which was started by a man for his wife. Husband/wife divorced and wife got the computer group. She and he have no contact with each other. Now this problem has come up and we're all baffled. She keeps getting a message telling her something like thsi (in her words)----

apparently the php blah blah thingy is no longer up to date, I have attempted to update this but with this kind of instruction;

"Change the permissions on the following directories to be writable by all (777 or-rwxrwxrwx within your FTP Client): store/, cache/, files/ and images/avatars/upload/."

Does anyone have a clue as to what we could do to fix the problem? Calling the ex-husband is not an option. We know we're going to have to go to a different way of communicating but this board has been so great and we sure hate to give it up. The board owner is in England and it costs her @$100 per year for the site.

I'm flying blind here. I'll have to contact her and get the code. In the meantime could you tell me where I could get some basic info on PHP? I've never heard of it before and would like to learn. I used to know how to program computers many years ago, but those were main frames back in the dark ages. I don't understand any of her paragraph. Maybe this is too much for me to ask about. Please forgive an ignorant but not stupid person.
