Updating mysql db ONLY when new data

I have a script here that I am using to extract the data from a .csv file to upload to a mysql db. It work's really well but I only want it to update whenever it has a new file or new data. So basically I wouldn't mind if the script ran and attempt to update, but if all fields match I want it to cancel the update. Here is my code:
