Form To Post

Hey, I was wondering if there was a way you can code a contact form and have it instead of mailing to your email address add a new thread in your forums under a password protected section. For example lets say I have applications that need to be filled out and I am not the only one that looks at the applications, I would like it so that the group that looks at them can see the thread with their information in it and we can accept or decline by posting comments about it and talking it out instead of me emailing it to everyone and mass confusion. If you think you could help I'd really appreciate it I have msn/skype/aim if you wish to talk to me there about this or post here. I'd really like it if there was a tutorial or something I could follow. The forum I am using is PHPBB 3 but I am willing to change that if I need to.
