PHP content uploader

Alright folks,

I have a website where multiple users upload reviews into a mysql database then it's dynamically generated on the site, only they're not keen or talented at writing HTML coding around their content. At themoment the input form only enters plain text with no formatting unless HTML tags are included.

Are there any scripts out there that can upload content into an existing MYSQL database but will input data formatted as it's written. So basically offers them a text editor, similar to say a blog uploader then add the data to the database with formatting tags already in place.

I've looked around content management systems, but most are too fully-fledged site development tools.

Any suggestions?
