How do i send email notification when updates are made or new projects are added

I have a site where users can enter project information.  The information for the project is entered on a number of pages based on categories.  When a project is entered the administrator reviews it and then activates it so that it can be available for public searches on the website. 

 

I would like to know how to allow the user to send email notification through the click of a button when a new project is entered or when they update a project.

 

Also, i will need the same feature for the administrator to contact the user once the project is reviewed and activated.

 

Can anyone assist?
