sending email via mail() but some members are not getting them for some reason

The following code works to the point that 'most' members get it, but some like hotmail accounts not get them, i have got them to check their spam folders too!

 

I have looked around and think maybe it is something to do with the email headers part as this caused me a lot of problems in the start.

 

Any ideas?
