[SOLVED] # ref not working

I don't understand why this doesn't work.  In file 1 I have this:

 

<li><a href="../fellowship/divconf.html#Sem" class="navText">Pulmonary Seminars - Core Curriculum</a></li>

 

and in the divconf.html file I have this:

<p class="MsoNormal"><strong><span style="font-size:14.0pt; "><a name="sem">Pulmonary  Seminars – Core Curriculum</a> </span></strong></p>

 

However, when I click the link it just goes to the top of the page.  I even tried adding id="sem" but this still results in just going to the top of the divconf.html page.

that should be href="#", not name="#"
