cURL, TIMEOUT and forcing errors for testing

Is there a way to force CURLOPT_TIMEOUT to trigger an error for testing purposes?

 

I've thought about creating a script to just hold up cURL and continue running.

 

The context is that I have written some code which will test if a web site is up before displaying a feed from there (I know, I know caching but this is a horrible beast!), however I have FAILONERROR working but have no idea how to manipulate TIMEOUT to trigger.
