color depth conversion +gd + php

hey i writen a script that is desicgened to work only on a base 16 colors how ever most images being input to it are true color

 

at the moment it works if i save it as 16 colors in Ms paint how ever i would like to proform the same action directly in php

 

dose anyone have any ideas?
