Thought, while drunk (sorry)

Just been thinking as i want to protect a few directories that hold some important files like css, js, txt etc, etc. Is it possible to make one file that has access to "x" directories that others dont (public) either by password or by the user type? I was thinking of a header and then an include but im not sure if that would work then i was thinking of maybe some kind of an array and get function kinda thing (all above my php knowledge atm!).

The reason im asking this is because im about to build an admin panel and i dont know the best way to protect the directories from others, besides that im thinking it would be a good idea if the admin could change them in the admin panel if needed or would this cause a security flaw?

For the Admins and Mods:

I did post something about htaccess which got moved and sorted lets say 98% of the my directory listing after looking more on the net with some code like Indexes * - ill be honest ive forgot and i canna see the hidden file as im on linux! Of cause this fixed all but the txt, css and js directories! Tho i dont know if they still get listed on the server by a bot ???

anyhow be back in 12 hrs maybe more  :P
