CSS in an iframe: The background wont scroll

Ok I'm trying to make an Iframe that has the look of a sheet of paper.  I have a repeating image of a single blue line and some white space to simulate the lines on a normal piece of paper.  The problem is that when there is enough text in the iframe to make it scroll, the lines stay in place while the text moves.  When I set the style to be "background-attachment: scroll;" it applies it to the whole page instead of the iframe.  Here is the iframe chunk of the code:

<iframe src="" id="message" align="center" frameborder="0" scrolling="auto" style="background-image: url('lines.jpg'); background-repeat: repeat; background-attachment: scroll; overflow:scroll; border: 1 solid #000080"  width="700" height="100"></iframe>
