PHP Pagination of Shopping Cart Contents

Hi guys,
I am going out of my mind trying to figure this out - been php'ing and sql'ing for over 6 months now, and have tried my guts out on this one but i am seriously absolutely stuck! Any help would be most appreciated!

I have my record limiting working correctly, I have my records displaying correctly.

If i utilise my URL switch, page=2, i get the right data. ie [a href=\"http://www.mobilepetsupplies.com.au...hop&c=21&page=2\" target=\"_blank\"]http://www.mobilepetsupplies.com.au...hop&c=21&page=2[/a]
Even the page numbers at the bottom properly display themselves.
What I can't get working is the page numbers across the bottom to actually display as hyperlinks and link through to the other pages from page 1.

Incidentally, I am limiting the number of records to 3 currently, there are at least 4 in the database to be displayed.

The total code for the page is this:

Any help would be great, like i said I've spent what actually is now the best part of a day on this and am totally stuck, cheers.
