borderlines not showing up in IE view but does in FF

Firefox is showing the border lines in the template i have got but the line do not show up in IE.

 

can anyone see what i need to do to correct this please.

It's got to do with the CSS in the page. I would seriously recommend removing all formatting from the page itself and place it all in an external .css file and eliminate a LOAD of repetitive code.
